The document advises Israel to “evacuate the Gaza population to Sinai” during the ongoing war: establish tent cities and new settlements in northern Sinai to accommodate the displaced population, and then “create a sterile zone several kilometers inside Egypt, prohibiting any population activity or residence near the Israeli border.”

Simultaneously, it calls for international mobilization, led by the United States, to facilitate this relocation.
